Maury Riggan

Maury Riggan is a Partner in the firm’s Cybersecurity and Privacy Practice. An experienced investigations lawyer who served in senior roles in the White House, she advises clients on complex cybersecurity incidents, data privacy issues, high‑stakes regulatory and congressional investigations, and crisis management matters. Her practice draws on more than a decade of work counseling clients through complex regulatory, legal and policy issues while under intense political and media scrutiny.
Ms. Riggan rejoined the firm after serving as Senior Director for the Executive Secretariat and Deputy Legal Advisor to the National Security Council, where she facilitated White House decision-making on national security and foreign policy matters and advised on congressional oversight issues. Before that, she served as Associate Counsel in the Office of the White House Counsel, providing legal and strategic counsel to the White House and federal agencies on novel and high‑profile matters involving congressional investigations, national security policy, and classified disclosures
Ms. Riggan joined the White House from the incoming administration’s transition team, where she advised on litigation, technology and security clearance issues. She also draws relevant in-house counsel experience, most recently serving as General Counsel for presidential campaigns where she built and oversaw an extensive legal and compliance operation. In this role, she was responsible for litigation, regulatory enforcement, and risk management and governance, including advising on cybersecurity issues and deploying artificial intelligence tools.
Ms. Riggan previously spent seven years at WilmerHale, where she represented and counseled clients on high‑profile investigations, crisis response, and enforcement actions with a focus on cybersecurity incidents, data privacy matters and technology‑sector regulatory issues. Her work included preparing executives for testimony before the Congress; advising on insider‑threat investigations; managing responses to major consumer‑data breaches; and guiding multinational companies through state attorneys general and congressional privacy inquiries.

- Directed a cross‑functional AI governance and security program for a presidential campaign, coordinating legal, technical and physical security efforts to counter disinformation and other election‑related cyber threats.
- Facilitated White House decision‑making on national security and foreign‑policy matters as Senior Director for the Executive Secretariat, preparing briefing materials for presidential and Cabinet‑level meetings and coordinating implementation of national security policy across federal agencies.
- Advised the White House and federal agencies on congressional oversight matters, including subpoena responses, executive‑privilege issues and management of classified materials, during service as Associate Counsel in the Office of the White House Counsel.
- Led litigation strategy during the presidential transition, addressing delays in authorizing post‑election transition processes and negotiating memoranda of understanding governing access to facilities, systems and information.
- Built and managed a $30 million national legal operation, directing 25 in‑house attorneys, multiple outside counsel teams and a nationwide volunteer‑lawyer program for thousands of participants.
- Counseled technology and media companies in high‑profile cybersecurity and privacy matters, including insider‑threat investigations at a defense contractor, major consumer‑data‑breach response and state attorneys general and congressional investigations into social‑media platform policies.

- Investigated a cybersecurity incident stemming from an insider threat at a defense contractor, advising on regulatory inquiries, contracting issues, congressional inquiries and other parallel proceedings, and developing an insider threat compliance program.
- Managed a software company’s response to a breach of consumer information involving a PCI‑DSS investigation, coordination with law enforcement, regulatory inquiries and notice to millions of affected consumers.
- Represented a global social media company in state attorneys general and congressional investigations into the company’s privacy and platform policies.
- Counseled a global media company in connection with an employee unlawfully detained abroad, developing and executing political engagement, litigation and media strategies.
