Dr. Philipp von Werder is a member of WilmerHale’s Regulatory and Government Affairs Practice. He advises national and international clients on complex EU regulatory and public policy issues. Philipp regularly represents clients before EU institutions, the European Commission, German federal ministries, regulatory authorities and legislative bodies. While based in Brussels, he maintains a significant practice advising clients on German regulatory and public law matters. 

Philipp advises at the intersection of EU regulation, public policy and strategic decision-making. He has extensive experience across the full lifecycle of EU and German legislation and regulation, from policy development and legislative negotiations to implementation, compliance, enforcement and litigation. His practice focuses on EU law and regulation, particularly ESG and sustainability, energy, as well as international trade and sanctions.

As a member of the firm’s Crisis Management and Strategic Response Group, he also regularly advises on matters involving significant regulatory, political and reputational considerations, including legislative advocacy, investigations and strategic transactions.

Philipp regularly publishes and speaks on developments in EU regulatory law and public policy. He is a contributing author to one of Germany’s leading banking law commentaries, where he comments on provisions of the German Banking Act (KWG).
Philipp joined WilmerHale in 2020. Prior to joining the firm, he received his LL.M. from Harvard Law School as a Fulbright Scholar and completed his legal clerkship, inter alia, at the German Federal Chancellery and several leading international law firms.

Philipp is a member of the German-American Lawyers Association (DAJV) and the Studienvereinigung Kartellrecht.
