Adam Ellis Harper focuses his practice on matters at the intersection of law, business and government policy. Prior to joining the firm, Mr. Harper served in the Civil Rights Division of the US Department of Justice, where he supported senior leadership on election law issues and contributed to the United States’ intervention in high-stakes civil rights litigation. 

He also worked at the NAACP Legal Defense Fund and at the Harvard Law School Election Law Clinic, where he handled discovery disputes and briefed legal questions in Equal Protection and Voting Rights Act lawsuits. Mr. Harper’s publications on election law have appeared in the American Bar Association’s Experience magazine and in the Minnesota Law Review.

Earlier roles include consulting for businesses during the COVID-19 pandemic and developing emergency procedures for the New York State Executive Chamber. Mr. Harper will serve as a law clerk during the 2026–2027 term to Chief Judge Emeritus of the Sixth Circuit Court of Appeals Danny J. Boggs.
