“With enormous technological advances in genomics and other disciplines, biodiversity represents a wealth of untapped genetic information potentially leading to additional breakthroughs. But progress in this area is being stymied, if not paralyzed, by a dysfunctional international legal system that governs the access to and the use of biological resources. This problem is now growing worse as many countries implement this legal system with the passage of new national laws and regulations to govern the use of biological resources for research and development…”
