Phil Beshara represents clients at the cornerstone of the public and private sectors—particularly in the national security, aerospace and emerging social technology industries. He frequently counsels clients with crisis management and government affairs strategies to navigate legal, regulatory and reputational challenges. Mr. Beshara has a decade of experience litigating government contracts in Federal Court on behalf of leading US defense contractors and has been “instrumental” in guiding clients through high-stakes Federal investigations and Congressional hearings.

In 2022, Law360 profiled Mr. Beshara as one of only five “Rising Star” attorneys nationwide in government contracts, showcasing how Mr. Beshara “successfully delivered oral arguments in [Federal] court” on behalf of a global engineering company in the successful defense of an $82 Billion contract award by the Department of Defense in 2019—with the favorable decision affirmed by the US Federal Circuit Court of Appeals. The publication also highlighted Mr. Beshara’s work on successfully overturning a $650 Million NASA contract for the International Space Station and asteroid detection awarded to a client’s competitor, resulting in a landmark decision based on novel procurement integrity arguments. These and other successes achieved for government contractors in bid protests over the past 10 years have served as the bedrock of Mr. Beshara’s litigation practice.

Mr. Beshara’s investigation work has included Congressional and Federal agency inquiries, as well as confidential internal-company investigations. Recently, Mr. Beshara helped lead the preparation of a CEO through multiple rounds of televised House and Senate hearings that were favorably received by legislators and staff.  

Mr. Beshara has cultivated what has been described as a truly “Washington practice,” sought after for his political acumen and strong bipartisan relationships on Capitol Hill and in the Executive Branch. For the past half-decade he has led a national trade association’s engagement with the Department of Treasury and the Senate Banking & House Financial Services Committees on evolving Anti-Money Laundering (AML) issues, worked directly with Congressional Judiciary Committees on copyright reform, and served as a primary public policy counsel to a leading telecommunications company.   

Government Experience 

Prior to joining private practice, Mr. Beshara worked for a bipartisan group of policymakers at various levels of government. He served in the US House of Representatives as a congressional aide and legal fellow to Congressman Tim Ryan (D-OH) and worked in the offices of the late US Senator George V. Voinovich (R-OH) and for former Ohio Senate Majority Leader Jimmy Stewart (R-OH).

Community Involvement 

Mr. Beshara is a Truman National Security Scholar, certified by the Truman National Security Institute’s congressional leadership development program on defense, foreign policy and national security issues. 

Mr. Beshara is a proud first-generation college graduate and serves as a board member on Georgetown Law’s Recent Alumni Advisory Council, through which he interviews candidates for admission and advises on the trajectory of Georgetown Law for the next generation. Among other activities, Mr. Beshara was elected as a member of the American Task Force for Lebanon—an organization of American business and government leaders of Lebanese heritage working on security and prosperity through strengthened US-Lebanon relations.
