Phil Beshara counsels and represents clients in matters at the cornerstone of the public and private sectors, including government contract disputes and litigation, investigations, and government affairs. He also advises on a variety of regulatory compliance issues and corporate transactions for clients in the defense, national security, technology and government contracting spaces. 

Mr. Beshara has represented government contractors in dozens of bid protest matters at the US Court of Federal Claims, the Government Accountability Office, the US Court of Appeals for the Federal Circuit, and at both federal and state contracting agencies. His litigation practice has also included False Claims Act and Contract Disputes Act matters involving government contractors, as well as a variety of civil litigation disputes involving both corporations and individuals.  

Mr. Beshara has experience with various high-stakes congressional, executive-branch and internal-facing investigation matters. His investigation work has included publicized congressional inquiries and confidential internal investigations, as well as numerous executive agency investigations, including the successful resolution of investigations into nationwide federal IT contracts, a Department of Treasury Office of Foreign Asset Control investigation related to international economic sanctions and inquiries initiated by federal inspectors general such as the Special Inspector General for Afghanistan Reconstruction.

Mr. Beshara also maintains an active government relations practice, helping corporate and non-profit association clients develop and advance legislative strategies on Capitol Hill.  

Government Experience 

Prior to joining private practice, Mr. Beshara worked for a bipartisan group of policymakers at various levels of government. Serving in the US House of Representatives as a congressional aide and legal fellow to Congressman Tim Ryan, Mr. Beshara advised on defense and veterans' affairs issues and assisted with the congressman's work on the House Appropriations and Armed Services Committees. He also previously worked in the office of the late US Senator George V. Voinovich and for former Ohio Senate Majority Leader Jimmy Stewart.

Community Involvement 

Mr. Beshara is a Truman National Security Scholar, certified by the Truman National Security Institute's congressional leadership development program on defense, foreign policy and national security issues. 

Mr. Beshara currently serves as a board member on the Georgetown Law Recent Alumni Advisory Council and was elected as a member of the American Task Force for Lebanon, an organization of Americans of Lebanese heritage working to ensure Lebanon's security and prosperity through strengthened US-Lebanon relations.
