Michael Baer focuses his practice on government and regulatory investigations and litigation. 

Mr. Baer is a seasoned litigator and advisor, with nearly a decade of experience in government. Prior to joining the firm, Mr. Baer served as Associate Counsel in the Office of White House Counsel, where he provided advice to senior officials on appointments law, trade and energy policy, and First Amendment issues. He also held several roles in the Department of Justice (DOJ), including most recently as Chief of Staff for its Civil Division. In that role, he helped oversee and advise on the most significant litigation and policy matters handled by all six of the Division’s branches, including challenges to complex federal regulations, civil enforcement efforts, and False Claims Act cases. Mr. Baer began his legal career as a Trial Attorney in the DOJ’s Civil Division, where he led and argued cases that related to significant FDA and HHS regulations, the Freedom of Information Act and the Federal Advisory Committee Act. He also counseled the Committee on Foreign Investment in the United States in its review of covered transactions, for which he received the Civil Division’s Special Commendation award.

Mr. Baer was a law clerk to both the Honorable Alison J. Nathan of the US District Court for the Southern District of New York and the Honorable Diana G. Motz of the US Court of Appeals for the Fourth Circuit.
