Lena Sandberg focuses her practice on all aspects of EU competition law, including State aid (subsidies), merger clearances, abuse of dominant position and cartels. Drawing from her extensive experience working in the European Commission and the EFTA Surveillance Authority and private sector, Ms. Sandberg is uniquely positioned to counsel clients in those areas and have more than 20 years experience with advising on State aid in all forms including direct funding, guarantees, loans and corporate tax benefits across all sectors including infrastructure, transport, technology and data centers, wood, steel and non-ferrous metals. She also has extensive experience with the energy and environmental protection sectors, advising on cap and trade programs (EU Emission Trading Scheme). 

Ms. Sandberg litigates and negotiates a vast number of cases before the EU courts in Luxembourg as well as before national courts and the European Commission and the EFTA Surveillance Authority.

Ms. Sandberg previously served as a senior officer in State aid for the EFTA Surveillance Authority, where she handled cases, drafted decisions and policy legislation, and negotiated with State Governments, complainants, State aid recipients, the EFTA Secretariat (and other international institutions), and relevant counterparts in the European Commission on both cases and policy guidelines. Ms. Sandberg has also worked in-house in International Paper Company as well as in other law firms including Morgan Lewis & Bockius and Gibson Dunn & Crutcher LLP. 

Professional Activities

Ms. Sandberg is a frequent speaker on State aid and energy and author of several articles and books. She is also a member of the European Energy Journal’s editorial board.
