
Hilary Higgins
Associate
Hilary Higgins focuses her practice on cybersecurity and privacy matters. She also has experience drafting appellate legal briefs, conducting research, and preparing legal research memoranda on several pro bono matters concerning administrative law issues. Ms. Higgins was previously a summer associate at WilmerHale.
Prior to joining WilmerHale, Ms. Higgins was an intern with Democracy Forward, where she provided research and writing support to administrative law challenges against the Executive Branch. In 2019, Ms. Higgins was a Senate Judiciary Committee law clerk in the Office of Senator Richard Blumenthal. In that role, Ms. Higgins composed legislation and conducted legislative outreach with other Senate offices, outside groups and agencies. Previously, Ms. Higgins was an SEO fellow at another law firm in Washington DC, an associate with The Boston Consulting Group, and an intern in the Office of Public Engagement at the White House.
