Colleen M. Campbell specializes in statutory and regulatory challenges, constitutional litigation, and appellate matters. Ms. Campbell is experienced in matters involving complex statutory and constitutional issues, federal preemption questions and regulatory challenges under the Administrative Procedure Act. Ms. Campbell has drafted briefs filed before the U.S. Supreme Court, the federal courts of appeals and multiple trial courts across the country. Maintaining a broad practice to assist clients in all stages of litigation, Ms. Campbell also has substantial experience advising corporations and trade associations facing complex legal questions, working with technical experts and taking and defending high-stakes fact witness and expert witness depositions. Ms. Campbell also advises and represents clients on legislative matters, helping prepare clients to testify before Congressional Committees and address potential legal issues in proposed legislation.

After law school, Ms. Campbell clerked for the Honorable James B. Loken on the U.S. Court of Appeals for the Eighth Circuit. Prior to joining WilmerHale, Ms. Campbell was an associate at another firm in Washington, D.C. 

Experience

    • Served as part of a core trial team that secured a victory challenging a state statute as in violation of the dormant commerce clause;
    • Advised a Fortune-100 company in high-stakes, environmental disaster litigation on issues of corporate separateness, jurisdiction and the enforceability of adverse foreign judgments;
    • Served as one of the counsels who crafted a dormant commerce clause challenge to a California ballot-initiative recently heard before the United States Supreme Court;
    • Assisted clients in successfully challenging two state statutes that violated the Federal Arbitration Act;
    • Secured a victory before the U.S. Court of Appeals for the Seventh Circuit in an immigration law appeal.
