Cem Kalelioglu is a senior associate in the Litigation/Controversy Department, and is a member of the International Arbitration Practice Group. 

Mr. Kalelioglu has particular experience with disputes involving states and state-owned entities and has acted in investment treaty and commercial arbitrations under a variety of arbitral rules, including ICSID, UNCITRAL, ICC, SCC, SCAI, and CAS rules. Mr. Kalelioglu has also worked on pro bono matters, involving challenges before the European Court of Human Rights.

Prior to joining WilmerHale, Mr. Kalelioglu was a visiting researcher at the Max Planck Institute for International and European Regulatory Procedural Law in Luxembourg.

Experience

  • Representing a Turkish investor in an ICSID arbitration against Turkmenistan relating to fair and equitable treatment and expropriation with regard to a construction business.
  • Representing a number of investors in an investment treaty arbitration against Ukraine relating to their investment in an aerospace manufacturing business.
  • Representing a UK investor in an arbitration against China relating to allegations of expropriation and violation of the fair and equitable treatment standard arising out of the taking of land use rights owned by the claimant’s company.
  • Representing a European energy company in five SCC and UNCITRAL arbitrations against five private importers relating to price review claims under long-term gas supply contracts. Seated in Stockholm, subject to Swedish law. The five tribunals in the five separate arbitrations all issued awards in favor of our client.
  • Acting as tribunal secretary in an ICC arbitration relating to a construction project in the Middle East subject to Abu Dhabi law; a SAC arbitration relating to termination of a concession agreement subject to Swiss law; an ICC arbitration relating to termination of an agreement in the nuclear industry subject to Swiss law.
