Caroline McHugh counsels clients navigating complex regulatory processes related to energy, environment and natural resources issues. Ms. McHugh’s project development practice encompasses federal and state environmental review, project permitting, investigations, and other interactions with state and federal regulators. She has extensive knowledge of statutes and regulations surrounding federal public lands, renewable energy projects, environmental justice, and natural and cultural resource preservation and protection. 

Ms. McHugh rejoined the firm after serving as an attorney-advisor in the Division of Land Resources in the Office of the Solicitor at the US Department of the Interior where she advised the Department and bureaus on a wide variety of federal public land management issues. She previously served as a volunteer law clerk in the Wildlife and Marine Resources Section of the US Department of Justice, Environment and Natural Resources Division and worked as an associate environmental analyst for a planning and permitting consulting firm for companies in the outdoor recreation and energy industries.

Ms. McHugh first joined the firm as a summer associate in the Energy, Environment and Natural Resources Practice.
