Barak Kamelgard counsels clients navigating complex regulatory processes related to energy, environment and natural resources issues and uses data-driven approaches to ensure maximum efficiency and benefits.

He previously served as Attorney-Advisor in the Office of Civil Enforcement at the US Environmental Protection Agency, where he developed and prosecuted civil enforcement cases, led national working groups on stormwater enforcement and penalty policies, and provided subject matter expertise on legal issues involving stormwater, SIC codes and citizen suits.

Before his government service, Mr. Kamelgard was Senior Attorney and Head of the Legal Department at the nonprofit environmental organization Los Angeles Waterkeeper. He managed the legal team and outside counsel and directed operational and litigation strategy. He also supervised all phases of more than 90 citizen enforcement cases, negotiating and drafting over 75 settlement agreements and consent decrees to bring facilities into compliance with permitting requirements and water quality standards. He then administered a monitoring program to work with the facilities and ensure they remained in compliance. He has also worked with the Global Law Alliance for Animals and the Environment, conducting legal and factual research on international environmental and animal law issues. 

Earlier in his career, Mr. Kamelgard held positions as both a litigation and transactional attorney at several law firms. He participated in all phases of litigation and arbitration on business and intellectual property matters in state and federal courts and counseled and represented entertainment industry clients in transactional matters.
