Qian, Ni

Ni Qian focuses her practice on complex government, regulatory, and intellectual property and patent litigation matters.

Ms. Qian previously served as a law clerk for the Honorable Julio M. Fuentes of the US Court of Appeals for the Third Circuit and the Honorable Beryl A. Howell of the US District Court for the District of Columbia. Prior to her clerkships, Ms. Qian worked as an associate and summer associate at Wilmerhale in the firm's Washington DC office. While at the firm, Ms. Qian participated in a multi-million-dollar patent infringement suit and worked on multiple pro bono matters.

While attending law school, she served as an intern for the Honorable Dennis Jacobs of the US Court of Appeals for the Second Circuit and the Honorable Paul Engelmayer of the US District Court for the Southern District of New York.

Since the Supreme Court's June 2016 decision in Universal Health Services, Inc. v. United States ex rel. Escobar, 136 S. Ct. 1989 (2016), lower courts have debated when implied certification claims are viable under the False Claims Act (FCA).
