Fred E. Kemper

Senior Associate

Fred Kemper focuses his practice on a variety of securities litigation and enforcement matters. Specifically, Mr. Kemper has defended corporations and their officers and directors in securities fraud class actions, derivative litigation and SEC investigations.

He has also successfully represented multiple pro bono clients, focusing on working with veterans, and achieved a favorable settlement in an appeal before the Court of Appeals for Veterans Claims. He has experience with many phases of civil litigation, having drafted discovery and dispositive motions, and second-chaired depositions.

During law school, Mr. Kemper completed an externship with the Boston office of the Securities and Exchange Commission in the Division of Enforcement. Mr. Kemper also interned at the United States Attorney’s Office for the District of Massachusetts and volunteered for Shelter Legal Services.

Before law school, Mr. Kemper worked for ICF International, where he consulted on business processes, organizational development, and public policy for various federal agencies. Mr. Kemper previously served as special assistant to the Deputy Commissioner of the Department of Military and Veterans Affairs in New Jersey as well as a research assistant for the Office of Strategic Analysis at the US Coast Guard Academy.

Mr. Kemper was a summer associate at WilmerHale in 2011.

Senior Associate Fred Kemper has been selected as WilmerHale's 2016 Pickering Fellow. Kemper, based in Boston, is a member of the Securities Litigation and Enforcement and Business Trial Groups.
