Tiffany E. Payne

Tiffany Payne is a counsel in the Securities Department, and a member of the Securities Litigation and Enforcement Practice Group. She joined the firm in 2012.


Prior to joining the firm, Ms. Payne was a mid-level litigation associate at Goodwin Procter LLP where she gained experience in matters involving the Racketeering Influenced and Corrupt Practices Act (RICO), the Truth in Lending Act (TILA), the Real Estate Settlement Procedures Act (RESPA), the Fair Debt Collections Practices Act (FDCPA), state unfair and deceptive acts and practices laws (UDAP), state consumer lending statutes and regulations, and the common law (e.g., contract , fraud, and torts). Ms. Payne also led a team of associates in litigating more than 100 related individual and class action matters, as well as managed the discovery process for a nationwide class action and two government investigations.

While pursuing her legal education, Ms. Payne served as a student attorney at DC Law Students in Court Criminal Defense Clinic, where she chaired two criminal trials which both resulted in the clients' acquittals of misdemeanor charges. She also held an internship in the Narcotic and Dangerous Drug Section of the Criminal Division of the US Department of Justice.

Ms. Payne is admitted to practice before the Ninth Circuit Court of Appeals, the District of Maryland and the District of the District of Columbia.
