Drawing on her experience in the White House and US Senate, Lauren Moore advises clients on complex government and internal investigations and high-stakes litigation matters. She provides strategic counsel to clients facing complex issues at the intersection of law, politics, public policy, and media.  Her clients span a variety of industries, including health care and insurance companies, financial institutions, technology and software companies, accounting firms, and nonprofit organizations.

Ms. Moore is one of the country’s leading crisis management advisors to philanthropic organizations—including private foundations, community foundations, family offices, and individual donors.  She has been retained by more than two dozen philanthropies to address high-profile federal and state investigations, conduct internal investigations, and provide regular counsel and risk management advice across several areas of grantmaking.  

Ms. Moore regularly advises clients across a broad range of complex public policy matters, including international engagement, climate and energy policy, health care, college sports legislation, and H-1B and other non-immigrant visa issues.  She was retained by a leading Republican donor to advise on proposed college sports legislation, including federal preemption issues, antitrust compliance, and bipartisan congressional engagement and outreach strategies.  She has advised multiple organizations and their boards on US-China relations and related legal and reputational risks.  Ms. Moore also counsels individuals on all aspects of the Senate confirmation process.

Ms. Moore also represents clients in litigation matters that have a significant public policy component.  She recently represented Tata Consultancy Services, an Indian information technology and consulting company, in qui tam litigation alleging fraudulent use of non-immigrant visas—securing an affirmance of dismissal in the Fifth Circuit and a partial affirmance of dismissal in the DC Circuit.

Since her return to private practice in 2022, Ms. Moore’s lawyering has been recognized by Bloomberg Law, the National Law Journal, and other publications. 

Prior Experience

Ms. Moore previously served in the White House Counsel’s Office, where she advised on civil rights legal and policy matters. In that role, she worked closely with senior officials across federal government, including Department of Justice officials and agency general counsels.  She also led preparation of multiple executive orders and provided legal advice on signature legislative priorities.  

Before that, Ms. Moore served on the US Senate Judiciary Committee, where she led preparation for judicial confirmation and oversight hearings. She advised on questions for public hearings, led policy proposals, and regularly engaged with external stakeholders and media.

Professional Activities

Ms. Moore is a senior fellow at UC Berkeley Law’s Edley Center on Law and Democracy.  The Edley Center’s mission is to defend and strengthen democratic institutions in the United States through actionable research and public leadership.  Ms. Moore also serves on the Leadership Advisory Committee of the National Women’s Law Center, where she provides strategic advice on various policy challenges facing women and girls.
