Drawing on her experience in the White House and US Senate, Lauren Moore advises clients on government and regulatory enforcement, public policy issues and crisis readiness. She has extensive experience handling sensitive internal investigations, conducting civil rights reviews and representing entities in congressional investigations.

Ms. Moore is a leading advisor to philanthropic organizations and the nonprofit sector. She has deep experience advising philanthropists and tax-exempt organizations on advancing mission objectives while navigating legal and enforcement risks.  Ms. Moore counsels private foundations, community foundations, impact investment firms, family offices and donors.  She has particular experience advising foundations and other grantmaking organizations on civil rights and antidiscrimination compliance, congressional investigations and crisis readiness. She also advises for-profit companies on corporate philanthropy initiatives and related partnerships.

Before returning to WilmerHale, Ms. Moore served in the White House Counsel’s Office, where she advised on executive orders and litigation related to civil rights policy. In that role, she worked closely with officials at the Department of Justice and agency general counsels on policy, regulatory, and litigation matters related to the administration’s equity agenda.

Before that, Ms. Moore served as General Counsel to Kamala D. Harris on the US Senate Judiciary Committee, where she provided strategic advice on numerous high-profile judicial confirmation and oversight hearings. She advised on questions for public hearings; led policy proposals; and engaged with external stakeholders and media.

    • Represent a leading semiconductor manufacturer in multiple investigations led by the US House Select Committee on China
    • Prepared the CEO of a large social media company for a hearing before the US Senate Judiciary Committee on content moderation policies
    • Prepared a senior leader of a large social media company for a hearing before the US Senate Select Committee on Intelligence on artificial intelligence and election integrity
    • Counsel to a multinational corporation in a House Judiciary Committee inquiry into alleged political censorship in advertising
    • Advised a public university in parallel investigations from the US Department of Health and Human Services and US Department of Justice relating to compliance with Title VI of the Civil Rights Act
    • Represented two leading technology companies in a Senate Judiciary Committee investigation relating to the use of H-1B visas
    • Represent an Indian technology company in False Claims Act litigation alleging fraudulent use of non-immigrant visas
    • Conducted internal reviews for multiple financial institutions to assess compliance with civil rights and anti-discrimination laws
