Through our representation of clients in major Federal Communications Commission (FCC) and state regulatory proceedings, we have helped shape some of the most important policies affecting the communications industry. Our lawyers have also advised a variety of major European communications companies in regulatory matters before the European Commission (EC), Ofcom, RegTP and other European national regulatory and competition authorities. Drawing on our experience both in and out of government, we are able to provide effective guidance to clients as they navigate confusing, overlapping and often conflicting rules and procedures.

In some of our more prominent regulatory matters, we have:

  • Represented a Bell company on regulatory and policy issues in a high profile transaction
  • Assisted three of the four Bell companies in obtaining FCC and state regulatory approval to enter the long-distance market
  • Represented Bell companies at the FCC in several pending proceedings concerning forbearance from certain wholesale regulatory obligations
  • Represented Bell companies at the FCC and before state commissions in proceedings concerning the proper regulatory treatment of IP services, including Voice over Internet Protocol (VoIP)
  • Represented Bell companies in proceedings addressing the regulatory treatment of wireline and cable broadband offerings
  • Represented incumbent local exchange carriers in the FCC's landmark Triennial Review proceeding and related state proceedings
  • Represented incumbent telecommunications carriers at the FCC in an effort to craft a unified scheme of intercarrier compensation
  • Represented leading television broadcast networks and stations in crafting FCC rules to enforce restrictions against distant signal importation by satellite carriers
  • Advised a major computer manufacturer on cutting-edge wireless issues, including the FCC’s rules regarding ultra-wideband and spread spectrum; the availability of spectrum for third-generation (3G) services; the deployment of wireless “hot spots”; and the development of wireless broadband technologies, including Wi-Fi technology
  • Represented a leading wireless telecommunications association in connection with several preemption issues
  • Represented Bell companies in highly contested, precedent-setting FCC proceedings on TELRIC and the pricing of network elements
  • Guided incumbent telecommunications carriers in dozens of proceedings before the FCC and state commissions involving the rates, terms and conditions for providing unbundled network elements
  • Represented incumbent local exchange carriers in FCC universal service proceedings
  • Represented European incumbent and new entrant fixed and mobile operators in proceedings before the EC and courts as well as member state national regulatory and competition authorities
  • Advised clients on the implementation of the new European regulatory framework for the electronic communications sector in Germany
  • Provided counsel on the setup of a national switching service for hearing-impaired people in connection with an amendment of the German Telecommunications Law
