Before retiring in 2024, Ulrich Quack was a partner in WilmerHale’s Berlin office and a leading figure in German and European competition law. Over nearly 30 years of practice, he chaired the firm’s German Antitrust and Competition Practice and co‑chaired its German Energy Industry Group. His work spanned the full range of EU and German antitrust, competition, and merger control matters, including proceedings before the European Commission, the German Federal Cartel Office, and German and European courts, as well as private antitrust litigation and cartel investigations.

A defining focus of Mr. Quack’s practice was the energy sector—particularly the natural gas industry—where his experience dates back to the liberalization of the German energy markets in the early 1990s. He regularly advised producers, suppliers, and infrastructure operators on regulatory, antitrust, and merger control issues under both German and EU law, making him a trusted adviser at the intersection of competition and energy regulation.
